Dear Marylou: Yes, heating pads that are advertised for pets are safe to use, provided you follow the instructions carefully. The heating pads designed for pets will only warm to a safe temperature for a cat or dog, unlike human heating pads which can quickly become way too hot.
Something to keep in mind: If the device is being used on kittens, make very certain the kittens have the space and ability to crawl away from the heat source.
Kittens with their mother rarely need a heat source. The mother provides the warmth needed. Simply be sure the room is warm, and they are near mom.
Foster kittens without mothers with them will need some warmth. Make certain the kittens can easily get away from the heat source if they want to, and that they are old enough to do so.
In general cats like warm places, so keep checking on the heat source to be sure it is not becoming too hot, and that the cord is not frayed or bitten.
There are microwave heat sources you simply heat in the microwave. Those will not get too hot, nor are there any cords for mishaps. Heated beds, pads, and microwave discs are available online at places like Chewy or Amazon, as well as in pet stores.
